The county

Who lives in Burlington County

Burlington County stretches from the Delaware River towns of Palmyra, Riverside and Burlington City all the way to the Great Bay on the Atlantic, which makes it, at 827 square miles, the largest county in New Jersey. The Census Bureau counts 467,805 residents, 85,705 of them 65 or older, and a median household income of $108,111, the highest of the nine counties in this guide.

Distance is the local theme. A retiree in Mount Laurel or Moorestown lives minutes from Cherry Hill and Philadelphia, while someone near Chatsworth or Tabernacle lives far from any of the county’s hospitals. The county’s 39 Medicare Advantage plans for 2027 have to serve both, so the network map deserves as much attention as the premium.

The county has 40 municipalities: 3 cities, 6 boroughs and 31 townships. It was incorporated on May 17, 1694, and its county seat is Mount Holly, where the historic courthouse was built in 1796. The county profile notes that more acres here are farmed than in any other New Jersey county, that it is the second largest cranberry producing county in the United States, and that the world’s largest cultivated blueberries were developed here. Indian Mills was the first American Indian reservation in the United States.

It arranges legal help, transportation, Meals on Wheels (609-702-7053), a weekend meal program, congregate meal sites, home health services, respite care, home security, adult day care and care management, and it takes part in the Senior Farmers Market voucher program.

Adult Protective Services can be reached at 609-518-4793 if you are worried about an older neighbor or relative.

How do older residents get around without driving?

Sen-Han Transit, a division of the nonprofit Senior Citizens United Community Services, provides rides for seniors and people with disabilities; Mount Laurel lists its number for Burlington County residents 60 and over as 1-877-603-5111. For the general public, the county’s BurLink buses run three weekday routes that connect to NJ Transit River LINE stations at Beverly/Edgewater Park and Florence (Stout’s customer service, 609-883-8891).

Where do Burlington County residents apply for NJ FamilyCare?

The Burlington County Board of Social Services, Human Services Facility, 795 Woodlane Road, takes NJ FamilyCare applications (609-261-1000). The state’s Medicare Savings Programs, PAAD and Senior Gold are applied for through NJSave (1-800-792-9745).

Which towns use the Burlington County plan list?

All 40 municipalities the county lists share one Medicare Advantage list: Bass River, Beverly, Bordentown City, Bordentown Township, Burlington City, Burlington Township, Chesterfield, Cinnaminson, Delanco, Delran, Eastampton, Edgewater Park, Evesham, Fieldsboro, Florence, Hainesport, Lumberton, Mansfield, Maple Shade, Medford Lakes, Medford Township, Moorestown, Mount Holly, Mount Laurel, New Hanover, North Hanover, Palmyra, Pemberton Borough, Pemberton Township, Riverside, Riverton, Shamong, Southampton, Springfield, Tabernacle, Washington Township, Westampton, Willingboro, Woodland Township and Wrightstown.

Washington Township here is the Burlington County one, not the Washington Township in Gloucester County, which has its own plan list.

Where do Burlington County veterans go for help?

Military and Veterans Services works from the Human Services Facility, 795 Woodlane Road, Westampton, weekdays 8 a.m. to 5 p.m., by appointment (609-265-5008). Staff work with veteran organizations and military bases to pass along federal and state benefit updates, and the county notes that Joint Base McGuire Dix Lakehurst has restricted access. Veterans with VA drug coverage should mention it at a Medicare review.

Which libraries and parks are close to home?

The Burlington County Library System and its member libraries include:

  • Burlington County Library, 5 Pioneer Boulevard, Westampton
  • Bordentown Library, 18 East Union Street, Bordentown

What history can you visit close to home?

The county park system runs six historic sites. In Mount Holly, the Burlington County Prison Museum at 128 High Street, designed by Robert Mills, held prisoners from 1811 until 1965 and is a National Historic Landmark; the Warden's House Gallery is at 150 High Street, and the Burlington County Lyceum of History and Natural Sciences is at 307 High Street.

At Historic Smithville Park, 803 Smithville Road, Eastampton, the county's first park, you will find the Smithville Mansion Annex Gallery, the Worker's House Museum and Gallery and the Underground Railroad Museum. Outings like these are a good reason to check a plan's fitness benefit and its transportation extras, which vary from plan to plan.

Burlington County plans: 2026 to 2027

Burlington County dips slightly for 2027, from 47 plans with drug coverage to 46, while the share with a $0 combined premium grows from 21 to 23. 10 plans end outright.

Braven Health exits, closing both Braven Medicare Choice and Braven Medicare Freedom (PPO). Six Devoted Health plans take their place on the list.

Expect higher cost sharing on average: the typical in-network limit rises from $8,323 to $9,088.

Counting plans with drug coverage, Special Needs Plans included, the Burlington County list goes from 47 plans in 2026 to 46 in 2027, and the average in-network out-of-pocket limit moves from $8,323 to $9,088.

One county, two kinds of access

From the river towns to the pine country

Two bridges run by the Burlington County Bridge Commission, the Tacony-Palmyra and the Burlington-Bristol, link the river towns with Pennsylvania, and the River LINE light rail serves stations such as Beverly/Edgewater Park and Florence. If you live in Palmyra, Cinnaminson or Riverside and see Philadelphia doctors, check each one by name with every plan you consider.

Farther south and east, past Mount Holly and Pemberton, the county turns to pine woods, cranberry bogs and the scrub-oak Plains below Chatsworth. There, a plan’s network may have few doctors nearby, and the nearest hospital may be in another county.

HMO or PPO for a Burlington County address?

In short, an HMO keeps you inside its network while a PPO lets you step outside it at a higher cost; the Camden County guide walks through the Medicare.gov rules in full. For a Delran or Pemberton address, the deciding factor is usually where your own doctors practice.

Which carriers change here for 2027?

Braven Health has no plan with drug coverage on the Burlington County list for 2027. Jefferson Health Plans keeps Elite (HMO) and adds Premier (PPO), and Humana Gold Plus Diabetes and Heart remains a Burlington-only chronic-condition option among the three Philadelphia suburbs.

Health profile

What is common in Burlington County

Burlington County adults report arthritis at 25.3% against 22.2% statewide, and high blood pressure at 34.0% against 32.9%, yet diabetes, 10.5%, sits below the 10.9% average. Annual checkups, at 79.8%, run above the state figure.

Arthritis is a mobility issue as much as a medical one: check the physical therapy copays and the orthopedic surgeons each plan uses before you choose.

Compared with the New Jersey county average, Burlington County reads higher on high blood pressure, obesity, arthritis and high cholesterol.

Why this matters for plan choice

Of the conditions above where Burlington County reads higher than the New Jersey county average, high blood pressure and high cholesterol are among those a chronic-condition Special Needs Plan can cover. The chronic-condition Special Needs Plans on the Burlington County list are built around: Cardiovascular Disorders; Chronic Heart Failure; Chronic Kidney Disease; Diabetes Mellitus. If you live with one of those, a C-SNP may be worth a look; you need a qualifying diagnosis to join.

Quality

How the 2026 stars fall

Six Burlington County plans carry a 2026 rating of 4.5 stars. At the other end, 2 sit at 3.0, and 6 have no rating, largely the Devoted Health plans that are new to the county. Stars grade service and preventive care; they cannot tell you if Virtua Mount Holly or Deborah is in the network.

  • 4.5★ 6 plans (15%)
  • 4.0★ 4 plans (10%)
  • 3.5★ 21 plans (54%)
  • 3.0★ 2 plans (5%)
  • Not rated 6 plans (15%)

No plan on the Burlington County list has a 5-star 2026 rating.

The other path

Medigap in Burlington County

Medigap pairs well with a county this spread out. Because Original Medicare has no network, a Medigap policy works the same at Deborah in Browns Mills, at a Philadelphia teaching hospital, or in Florida over the winter, anywhere the provider accepts Medicare.

You pay for that reach with a separate premium and a standalone Part D plan, so compare the yearly total, not just the monthly bill.

New Jersey’s own Medigap rules, including protections for people under 65 with Medicare, are in Medigap rules in New Jersey; the trade-offs side by side are in Medicare Advantage vs Medigap.

Next steps

Before you choose a plan in Burlington County

Measure the drive. Note how far your primary care doctor, your specialist and the nearest emergency department are from home, then check each plan against those three addresses.

New to terms like MOOP, HMO-POS or D-SNP? They are explained in plain English on the New Jersey page and in the guide Medicare Advantage plan types.

Local figures

How the figures are derived

Headline counts and averages leave out Special Needs Plans. "$0 Part C premium" and "$0 combined monthly premium for Parts C and D" are counted separately; out-of-pocket limits are in-network. The 2026 to 2027 comparison counts plans with drug coverage, Special Needs Plans included. Where the crosswalk ends a plan but the same company files a similar plan under a new ID, we say so. We never estimate per-plan enrollment.
